RJMEC chief urges leaders to fully implement agreement in Independence Day message

The Chairperson of the Reconstituted Joint Monitoring and Evaluation Commission (RJMEC) has called upon all the parties to the Revitalized Peace Agreement to reaffirm their commitment to the full, faithful and timely implementation of the Agreement. 

Amb. Maj. Gen. George Aggrey Owinow (rtd), in a message on South Sudan’s 15th Independence Day anniversary, stressed that dialogue, compromise and political will remain indispensable in overcoming the remaining challenges and creating the conditions necessary for a peaceful democratic transition.

“On behalf of the Reconstituted Joint Monitoring and Evaluation Commission (RJMEC), I extend warm congratulations to the Government and the people of the Republic of South Sudan as we commemorate the 15th Anniversary of your independence, 9 July 2026,” he said. “Independence Day is a moment of profound national significance. It is an opportunity to celebrate the courage, resilience and sacrifices of the people of South Sudan, whose long struggle for self-determination culminated in the birth of the world’s youngest nation. It is also a time to reflect on the aspirations that inspired independence: peace, unity, justice, democracy and prosperity for all citizens.”

This year’s anniversary comes at a critical juncture in the country’s journey. Since the signing of the Revitalised Agreement on the Resolution of the Conflict in the Republic of South Sudan (R-ARCSS), the country has made notable progress in advancing peace and rebuilding national institutions,” Gen. Owinow added.

However, he noted that key milestones remain outstanding, underscoring the need for renewed commitment and sustained political will. He emphasized that the continued implementation of the R-ARCSS remains the most credible pathway towards lasting peace, national reconciliation and democratic governance.

“As South Sudan prepares for its future, it is imperative that priority be given to completing the critical pending tasks, including implementation of governance reforms, unification of forces, constitution-making, electoral preparations and the creation of an enabling political and civic environment that inspires confidence among all stakeholders,” he said. “RJMEC further encourages all South Sudanese leaders to place the interest of the nation over and above individual or partisan considerations. The hopes and expectations of millions of citizens, particularly women, youth and internally displaced persons, depend on the collective resolve of the country’s leadership to safeguard peace and deliver tangible dividends to the population.”

Owinow said the resilience of the people of South Sudan in the face of adversity continues to inspire the region and the international community.

“Your unwavering desire for peace remains the foundation upon which a stable, united, and prosperous nation can be built. RJMEC urges all citizens to continue embracing peaceful coexistence, dialogue and reconciliation as essential pillars of nation-building,” he said.

RJMEC also lauded regional guarantors, the African Union, the Inter-Governmental Authority on Development (IGAD), the United Nations, international partners and all stakeholders who continue to support the implementation of the Revitalized Peace Agreement and South Sudan’s pursuit of sustainable peace.

“As you celebrate Independence Day, let it renew national commitment to completing the journey that began fifteen years ago, a journey towards a peaceful, democratic and prosperous South Sudan, where every citizen can live in dignity, security and hope,” Gen. Owinow concluded. “Happy 15th Independence Day, South Sudan!”
