The Ministry of Humanitarian Affairs and Disaster Management (MHADM) and Welthungerhilfe (WHH), one of the largest private aid organizations in Germany, on Friday signed a Memorandum of Understanding (MoU) to strengthen national initiatives for disaster risk reduction, anticipatory action, and climate resilience across South Sudan.
According to a press statement extended to this publication by WHH, the MoU builds upon WHH’s strong technical engagement with the Government of South Sudan in recent years.
“We are proud to have contributed actively to the development of the National Anticipatory Action Roadmap, and to continue our participation in the Anticipatory Action Technical Working Group and the National Flood Task Force,” the statement reads in part. “Through these platforms, WHH remains committed to supporting evidence generation, risk analysis, and the implementation of disaster risk management and climate resilience activities alongside national and international partners.”
“At the sub‑national level, WHH is already working hand‑in‑hand with communities in Unity State, Eastern Equatoria State, and Northern Bahr El Ghazal,” the statement added.
WHH said its initiatives focus on community‑based early warning systems, flood and drought preparedness, localized triggers, capacity strengthening, and climate‑resilient agriculture and livelihoods programming.
“These efforts demonstrate that resilience begins at the community level, and that local voices must guide national strategies,” the statement read.
Through the MoU, WHH and the ministry reaffirm their shared commitment to enhancing disaster preparedness, early warning, and early action capabilities and strengthening national and sub‑national anticipatory action systems.
They also seek to support climate‑resilient agriculture and livelihoods and foster inclusive coordination mechanisms between government, communities, and partners.
“South Sudan faces increasing challenges from floods, droughts, and other climate‑related hazards. This MoU reflects WHH’s unwavering commitment to supporting national leadership and strengthening systems that protect lives and livelihoods before crises escalate,” the statement said. “Together, we are not only responding to emergencies, we are building resilience, empowering communities, and laying the foundation for a safer, more sustainable future.”
