U.S. Senior Advisor for Arab and African Affairs Massad Boulos met Norwegian State Secretary Andreas Kravik and Horn of Africa Envoy Endre Stiansen on Tuesday to discuss conflicts in Sudan, the Democratic Republic of Congo and South Sudan, according to a statement.
In remarks highlighted from the meeting, Boulos said Washington and Oslo were continuing cooperation on efforts to secure a humanitarian truce in Sudan as a first step towards what he described as a “lasting peace in a unified, civilian-led Sudan.”
He said both countries were also stepping up humanitarian assistance, noting U.S. funding of $220 million in 2026 for Sudan, on top of $550 million in 2025, while Norway has “doubled both its humanitarian and long-term support since 2023.”
On the Democratic Republic of Congo, Boulos said discussions focused on progress under the Washington Accords and Doha Framework, as well as efforts to respond to an Ebola outbreak, with the United States contributing more than $200 million and Norway also engaged in response efforts.
He also discussed South Sudan, stressing the “urgent need for direct dialogue to return to peace” and calling for improved management of public revenue to support citizens.
The meeting underscored continued U.S.-Norway coordination on regional peace and humanitarian issues in Africa, the statement said.
