W. Equatoria governor vows to end budget paralysis, restore services

Western Equatoria State Governor James Al-Taib Jazz Berapai has pledged to deliver the state’s first functional budget in three years, calling it the cornerstone of peace, stability, and service delivery.

After a meeting with officials from the national finance ministry and a World Bank-supported technical team, the state government announced that addressing the budget gap has become a matter of urgency.

“This administration was elected to unite our people and deliver services. Without a budget, development is impossible,” Governor Berapai said. “We will fix this gap and give Western Equatoria a budget that reflects transparency and accountability.”

Western Equatoria has not had a formal budget since 2022, leaving the health, education, and infrastructure sectors severely underfunded.

State Finance Minister Bazia Tito Morris praised the governor’s direct involvement, saying it has accelerated the budget process.

“A budget is the backbone of service delivery. After three years without one, we are determined to present a timely and comprehensive financial plan for our people,” he said.

The leader of the delegation from the national finance ministry, Deng Marial Agoc, said their mission was to guide and support state officials to ensure the budget aligns with national government priorities. He added that the World Bank provided technical and logistical support for the process.

Economic analysts welcomed the governor’s commitment, describing it as a strong signal of political will.

“Leadership at this level is critical. If implemented effectively, this could position Western Equatoria as a model for other states,” said Dr. David Lomoro, a Juba-based economist.

Citizens have cautiously welcomed the announcement but urged that the budget be turned into action.

“We are tired of empty promises. This budget must deliver services in schools and hospitals,” said Mary John, a teacher in Yambio.

Governor Berapai assured residents that the 2025 budget will be approved and operational before the end of the year.

“We will not allow our people to wait any longer for the services they deserve,” he stated.
