Kiir fires, appoints new SPLM-IO MPs in W. Equatoria

South Sudan President Salva Kiir last issued presidential decrees rescinding and appointing SPLM-IO parliamentarians in the Western Equatoria State Legislative Assembly.

The decrees, read on the radio, form part of ongoing political and administrative adjustments within the government structures in the state.

In the first decree, the president relieved Alice Kiden, Egidia Sarawa, Costa Joseph Aburida, Cross Bazia, Sarah Amjuma Keliopa, Charles Samuel Miwamote, Jenty Masu, and Luka Johnathan Lanedi.

In a subsequent decree, Kiir appointed new SPLM-IO lawmakers, including Simon Sabah Abraham, Michael Zanaro Aborobisendeyo, Justin Evaristo Dazuborani, Nusuyoum Philip Ukafa, Grace Nasra Levi, Mary John Osman, Emmanuel Bande Philip, and Christo Wiropai.

The presidential decrees were issued under the hand and seal of the president in Juba on March 9, 2026, but were publicly announced on Friday as part of the extension of government changes affecting Western Equatoria State.

Relatedly, Kiir issued another presidential decree relieving and appointing several SPLM-IO officials in the Government of Western Equatoria State.

Those removed included Azera Mina, the State Legal Advisor, Morris Bazia, Minister of Finance, Planning and Investment, Isaac Mursal, Minister of Labour, Public Service and Human Resource Development, and Elia Usini Dominic, Minister of Information and Communication.

The decree further relieved officials serving in independent commissions, including Abuida Samuel, Chairperson of the Anti-Corruption Commission, Amos Manga, Chairperson of the HIV/AIDS Commission, Charles Alley, Deputy Chairperson of the Human Rights Commission, Wilson Atilio Saine, Deputy Chairperson of the Employees Justice Chamber, Isaac Atoroba Moses, Member of the Conflict Resolution Committee, and Elizabeth Richard Bagboro, Member of the Relief and Rehabilitation Commission.

At the county level, the president relieved Henry Bangagada, Commissioner of Nagero County, Ruben Amai, Commissioner of Mvolo County, and Hon. Lino Futaki Kuago, Commissioner of Nzara County.

The president then appointed Costa F. Akile Fulanguru as Advisor for Legal Affairs, Bakiki Simple John Francis, Minister of Finance, Planning and Investment, and Mohamed Juma Bistin, Minister of Information and Communication.

Other appointments included Bazia Tito Morris as Chairperson of the Anti-Corruption Commission and Mathia James Ture as Chairperson of the HIV/AIDS Commission.

Hipai Regina Romano was appointed Deputy Chairperson of the Human Rights Commission, while Koro Silvan Bring was named Deputy Chairperson of the Employees Justice Chamber.

In addition, Ezra Mina was appointed Member of the Conflict Resolution Committee, and Jenty Masu as Member of the Relief and Rehabilitation Commission.

At the county level, Kiir appointed Nicola Vero Usini as the commissioner of Nagero County, Isaac Sebit Brown as commissioner of Mvolo County, and Isaac Atoroba Moses as commissioner of Nzara County.
