Kiir directs finance ministry to implement new National Payment System

South Sudan President Salva Kiir Mayardit on Thursday issued an order directing the ministries of finance and public service to implement the new National Payment System.

In the order seen by Radio Tamazuj, Kiir ordered the issuance of finance Identity cards and the screening of all public service pay sheets.

“The National Ministry of Finance and the Ministry of Public Service are hereby directed to implement the National Payment System which shall include, screening of pay sheets, production of financial identification cards, and other procedures deemed necessary to ensure the salaries of civil servants and members of the SSPDF and other organized forces are paid on time and that ghost names are removed from the national payroll,” the order in part.

Kiir also directed the Ministry of Finance to establish an independent committee to verify and investigate all the national claims and propose ways to have them paid.  

The president quoted Articles 97 (a) of the Transitional Constitution of South Sudan 2011 (as amended) based on the recommendation of the National Ministry of Finance and Planning and ordered all government institutions to comply with the order.

Relatedly, Kiir appointed Maj. Gen. Simon Majur Pabek as director general in the directorate of Nationality, Passport, Immigration, and Civil Registry to replace Gen. Atem Marol Biar who was appointed Inspector General of Police in mid-November last year.

In another decree, the president appointed Lengi Stephen Ogut as a non-executive member of the board of directors of the Bank of South Sudan to replace Nyel Gordon Lual who has been appointed the second deputy governor of the Bank of South Sudan and is serving as executive member of the board per her appointment.

The head of state also appointed Dr. Lual Acuek Deng as the chairperson of the board of directors of the Agriculture Bank, replacing the late Prof. Marial Awow Yol.

The president then fired Isaiah Chol Aruai, the chairperson for the National Bureau of Statistics, and replaced him with Dr. Augustino Ting Mayai.
